The I/O PCB is available and useful in both IMS TM and non-IMS TM environments (that is, for IMS transactions and Batch DL/I regions) that can process IMS system service calls. This video provides an overview of some of those service calls, such as CHKP and LOG. This video also describes the dummy I/O PCB.
